Plan to improve customs activities in Odessa and Ilyichevsk seaports of the EU
On the basis of studies conducted at the request of GFSU May 2014, European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) has prepared a plan to improve the management of the customs border in Odessa and Ilyichevsk ports.
Detailed plan consists of 29 items and covers virtually all levels of the legal framework, management, training. Proposals are based on the best European and international experience. Areas which affect reform - is the regulatory framework, institutional framework, the exchange of information, infrastructure, human resource development, corruption, operating procedures. Although Odessa sea port and Illichivsk seaport in the past five years have made progress in improving the procedures of customs control, this is not enough. It remains to be further modernization of all processes. Only after the full implementation of the proposed measures will increase the level of customs and come into line with European standards and norms.
Implementation of the plan will eliminate corruption, increase revenue and state enterprises, improve the competitiveness of organizations. Also this will help stimulate economic growth and investment in the Odessa region.
Odessa and Ilyichevsk ports are a major gateway for trade area with the EU. Therefore, to increase the competitiveness of enterprises and receipts into the treasury, because it is important to reform the customs according to the instructions EUBAM.
Head of Delegation of the European Union to Ukraine Ian Tombinsky noted that until the border, customs and other services port is ready to January 1, 2016, Mission EU proposes concrete measures. They will help businesses reduce costs and simplify trade turnover between Ukraine and Europe.
